How do women manage to pee on the underside of the toilet seat?

At my work place there is a single stall bathroom that is shared by both men and women. Often when I raise the seat on the toilet I notice that there is urine on the underside of the seat (NOT on the top but on the under side). This must be from the women using the toilet. How does it happen that the top is clean but there is urine underneath? Do they spray sideways or something? I never notice this at home.
